Fool rx as someone's desires with regard to somone else:

I get

they want to take that leap, but are fearful, or don't want to appear foolish for doing so if it all goes wrong

they want to run away from that person, they have no desire to take the leap

what other suggestions can you come up with?

I would say there is either no desire at all to be with the seeker or that the "desire" would be whimsical and impulsive, but not at all substantive. Either way, I think it might be risky for the seeker to pin any hope on having a stable relationship with the other person, if that is what she is looking for.

I agree with:

Another possibility is that the person is changing their mind about what they want from the relationship, getting caught up in the 'now' and just acting on a whim. They might be all over the place, giving mixed messages.

As with all Tarot card meanings, it all depends on the cards surrounding the card in question, and what you gut feel is as the reader.
