Hands are raised in the background (celebration? Release?) and are reaching toward the light.

This card indicates illumination; light over dark

NOVT book: release from stress (physical or otherwise); physical release. Carnival is the end of Lent (40 days and nights of abstinence) and there is a big celebration. This ties in with the traditional RWS meaning of completion.
