Alitalia pips, and elemental assignment.

Hey guys, I hope this is the best place for my question:

I just recently got my hands on an Alitalia Tarot from 1973, and noticed to my joy that this peculiar hybrid, modernist tarot has assigned the element of air to the suit of cups, and the element of water to the swords. I know I've heard of other decks following this pattern, though I can't remember them right now. Does anyone here recall how this particular assignment got started? I'm thinking Gebelin (sp?) or Levi, or Papus... Pre-Golden Dawn for sure. Does anyone here read with this deck??
