I can't remember where I read that it should be symmetrical, but for some reason, it stuck in my head. I don't have that many books about runes; I mostly refer to Freya Aswynn's book and she distinguishes between runes that face in the "right" direction and those that are turned (for example, |> is energy directed outward, <| inward ... in her interpretation). So following her book, it would make a difference.
