That seems like the Star could represent the personal manifestation of "Every man and every woman is a star" in reflection of the universal. In the BOT Crowley says the figure of the Goddess is shown in manifestation, rather than as the infinite surrounding space of heaven. According to Snuffin with one foot on land and then other on water she brings the un-manifested powers of the supernals into manifestation.
I would second all of that. But with a little shift of focus it can also be framed in Emperor-like terms as well. On the Path of Heh the Emperor
could be seen as the Great Architect of the Universe, the Ancient of Days. He is the supreme NOUS, or Mind, that forms the Universe. Reflected into the constitution of mankind he is the power of self-consciousness, thought, and reason that frames (Heh = Window) the world and creates order out of chaos.
But it is the last bit that declares the Emperor a bad fit for the Path of Heh in the New Aeon. The Mind that the Emperor represents actually
clothes naked reality. But just like in the famous Hans Christian Andersen tale, "
he isn't wearing anything at all!" The Crossing of the Abyss necessitates that self-consciousness, thought, and reason be transcended (surrendered to the Cup of Babalon) as a transition is made from the personal perspective to the trans-personal. Suddenly the Emperor is beginning to look like the odd-man-out.
