Page of pentacles as quantity

Bit of a strange one, this, but I asked the cards how many people were involved in making a decision. More than once I drew this card in answer. Being as it's a court card, does this mean one? Or being as it's a non-numbered card, could it be zero? Or perhaps as many as eleven?

Any thoughts appreciated.

If you count from the aces to the kings, the pages are eleven.
